Four , of the potential 12, monthly programs that will be brought to the Schools of the Public Education system, and to the County of Residence, using the manpower of Citizens, through a Interface they them selves would help construct.

Citizen Mobilization is vital to remove the Physical and Psychological Overburden ,caused by under designed Programs of National Survival , and thus, restore the functionality of our Government.

I designed the concepts of Civilization Continuity -a Modern , Citizen Participatory Civil Defense , Envisioned to be used through the Presidents Faith Based Initiative, to address this situation .

A Process, Capable and designed to be of sufficient depth to confront conditions of Global Warming or other High Energy Event [HEE] that might disrupt Agricultural Production and thus our Economy. Most of the almost 300 million citizens and immigrants ,practice a non agricultural specialty as economic necessity - this is killing our civil defense - we are a people of the Earth too

How? Civilization Continuity Produces Trained Citizens, Budgets Federal Personnel to Facilitate Public Assembly, to produce a maximum of 720,000 man hours per 12 hour day, into a Engineered and Federally Staffed Program capable of teaching the public school system one moment and,

the next ,IN THE FIELD ,during a declared disaster, and capable of receiving citizen teams, and erecting prefabricated civilization - rebuilding immediately with agriculture components integral with other technology into each project site !

With up to 30,000 Federal Personnel organized into three 10,000 man Action Groups-Specialized, each capable of reorganizing into 2000, 5 man Action Units, which will receive up to 60,000 citizens into 2000 National Action Teams .

With my Process every County of Residence gets at least one Anchor Assembly Area - a prefabricated site capable of operating all the aspects of public civil defense and Government Functions in [ Legally Binding ]Microcosm - designed to operate as one per 150,000 citizens .

The in Proactive Charity or Natural Disaster , National Action Teams generate the first production cycles at the local Anchor Assembly Areas, using the thousands , and in some cases tens of thousands, of Volunteer Man hours of a pre qualified nature , to execute a dispersed production of Engineered Response - Structural , or various  other National Emergency Programs which can be removed, manipulated, and replaced, to keep the Process State of the Art.

- Civil Defense is this reservoir of meetings and dedicated time where we make these political and economic connection s that allow us to make America take that next step .

The name Anchor Assembly Area comes form this features ability to "Anchor" the County of Residence's , Faith Based Shelter System [the existing shelter system] and to execute the manufacturing of everything need for Disaster Response .

It is also to denote its heritage in the LIberty Ship Production of World War Two -Its a national project to create capability for the citizen, in the area of National Survival: Independent Technology and Equipment to survive for extended periods and perform a, non economic , agricultural base National Survival Project. - it will do for America what those ships did for World War Two, keep us running.

-Evacuations would utilize the "Anchor" Assembly Area System to test and refine this concept as a National Survival Tool - A Direct Federal Interface, Capable of becoming Incident Command Post , or National Command Post ! Guaranteed - 24/7 access to the Federal Government during Declared Disasters .

It will also become the temporary home of a Federal Action Unit that will work with the Public School System to teach the use of Public Numbered Civil Defense Codes , and the skills and classes of the Public Civil defense Minor - Civilization Continuity.

Expect - the Output of this Process to produce, what in the end , will constitute A National Human Disaster Survival Interface-NHDSI.

One citizen = a position in a National Survival Human Disaster Interface[NSHDI} where one soul equals one meal and one shelter spot , as well as one four hour work shift- that's national survival when all else is Failed-
