National Food Stockpile :
The Fundamental Agricultural components are a Citizen Civil Defense "Victory Garden "[heirloom] [Lifelong Nutrition,Home Economics and National Agricultural Heritage], A public Survival Nutrition Interface, that will effectively power Charities battle to fight Hunger in Americas Counties and Municipalities, and a National Food Stockpile that once mature, will become the basis of response by the United States not only to our Dmestic Challenges in Disaster, but to International Disasters as well.
The Civilization Continuity Engineering Civil Defense Process has a foundational component of participation - Agricultural Production, to fill out the National Food Stockpile as a useful Engineered Tool for our Citizens to express National Maturity in our Post Nuclear Age.
National Maturity ,in that we can only use weapons we have built to defend against another nations capabilities , what do we use on our OWN lack of capabilities.
It is Illogical to have the power to destroy a nation, and not have the power to save it. This is foundational to the budgeting of the Engineering Process , because it makes a statement, that though expensive, says something to and for American Citizens ,.
Like the N.A.S.A. Moon Program, a National Food Stockpile says that we take our nations survival seriously , and that we aren't Nuclear Armed Children who may launch retaliation, because we weren't prepared for a scenario where we didn't have a stable ecology, like we do now, and thus no food.
The most important feature of the start up phase of this program , foundational to National Survivability, is to fill in whatever form we deem best , the National Food Stockpile to its maximum value , before releasing any International Relief .
Mean While, Economic Charity Operations will still address Famine , in a International sense.
This type of long term Food Stockpile requires complete filling in order to fulfill its mission, as tool for National Survival. When filled it is a one time thing , like a newly built Hydro Electric Dam , requires that the reservoir be filled , in order to provide the hydraulic head , or potential energy , to drive the turbines that make electric power , the national food stockpile will provide a secure future against famine as its foundational function.
Once filled however its use as a International Foreign Policy still in conjunction with The Public Education System and the Office of the President, will allow the full program set of the Civil Defense Process, Civilization Continuity , to become the basis for a new type of "American Relief".
After completion, the entire system need only fill one year at a time, this allows one years worth of food for 300 million people, to be released in a Cohesive Packaged Engineered Response to International Disaster.
We will have secured the worst case scenario as completely as possible , and once filled this system will allow us to ship our surplus food and an excess of prefabricated structures for post emergency use , not in a reflexive impulse , but as an extension of our way of life , with integral agricultural and stability packages that would be used to rebuild in a manner that is as close to self sufficient in agriculture , as our nation originally was .
In the context of a prototype program for a base line national food stockpile the Stop Hunger Now meal prototype is an amazing model to apply to national survival , and ideal to annihilate hunger in American Citizens Lives, just like Malaria. It can Also Serve a More Serious Purpose .
As example , in any typical american county of residence , the entire Public School System is at risk of dissolving during any sustained disaster , in scenarios including Modern War and Terrorism , it might be necessary to stabilize an entire County's Schools at once , possibly even relocate them ,

To give a further image , the State of North Carolina with 9 million people can exist theoretically for ten years on 149,318 containers of food, Stop Hunger Now style.
Think of 150 sites of 100 trailers stacked ten deep , probably buried partially , or in old quarry space . [32,850,000,000 individual meals]
In using the Stop hunger now model , the parents and children can produce some amount of meals for a national food stockpile program, to be stored for very long disasters as a matter of national maturity.
PHASE ONE - STOP HUNGER GOES NATIONAL
Stop Hunger Now www.stophungernow.org has prototyped a meal storage process that allows the general public to participate in an enjoyable experience , while preparing meals that will be used directly to fight international famine. These simple meals are composed of textured vegetable protein , mixed dried vegetable , vitamins and minerals , and rice.
Packaging takes place as a community event with simple methods of measuring sealing in simple plastic sleeves, a meal for six people, capable of being prepared with only boiling water in 20 minutes. It tastes great too, provides full nutrition , and has a 15 year shelf live if stored properly .It can easily be done by children even small children can help .
That is at one meal per day, with a further complication of dividing the six portions that are contained in the standard plastic liner , thermally sealed as part of the meal production process , among 6 people peacefully , in a national disaster of sustained duration.
These meal productions sessions produce edible meals .The families will familiarize with them at the hands of chefs, to add some menu to this nutritious but some what bland meal prototype.
Families will take home a week of meals to prepare at home.
In the event of an actual or threatened disaster , the amount of components needed,can be moved to the school to provide food for the families of this and every other School System for 30 days .
The Students can assemble them and use issued small backpacks to cary home , from school , 30 days of meals for the entire family.
This simple step allows , within the context of a National Civil Defense Process,contains , concurrent with this program , enough stability through these meals, and basic Civil Defense Education to sustain the Public Education System in place for 30 days.
Taught by AM Radio , allowing Federal Evaluation and Operations for the County to be announced , using numbered system of plans , to effect Civil Defense , Restoration or Relocation .
The beauty of this process is that large assemblies can produce allot of meals in one day ,though in no way is the Program Set Out Put limited to simple Meal Production, within the 12 monthly program sets, this component is concurrent with all other assembly based activities like Sporting events.

University Million Meal Event Succeeds

A record breaking 1 million Stop Hunger Now meals packaged in a single day
Raleigh, N. C. More than 4,000 volunteers from eight area universities and colleges joined forces on August 23, 2008 to package a record breaking 1,010,374 meals in one day. The live-saving food aid will provide immediate relief in crisis-burdened El Salvador, Haiti and India’s Maropon district.
Organized by Stop Hunger Now, an international hunger relief organization headquartered in Raleigh, N. C., the event will further Stop Hunger Now’s 2008 campaign to package 5.5 million meals to feed the world’s hungry.
The “University Million Meals Event,” hosted at three locations by NC State University, UNC-Chapel Hill, and East Carolina University, surpassed a previous meal packaging record set at NC State last August when volunteers packaged more than 300,000 meals in a one-day event.
