The confirmation of citizenship; Immigration  SOLVED?!!!

I believe that I can solve the Immigration / Citizen problem by allowing illegal immigrants to register with this system and participate to prove a very important concept in their perception, the confirmation of citizen ship .

And for the Government ,the reception of observed behavior of the Immigrant Citizen, that they can assemble in public and operate a civil defense on par with our high school children, as a prerequisite to assimilation as a Citizen of the United States of America.

For the Nation Of Origin- all the Man hours will be recorded , somewhat anonymously, and the national Immigrant totals kept , which at set levels of accumulation, will generate entire prefabricated infrastructure kits[Farms ,churches , shipyards , doctor offices, hospitals or houses ], to be sent to their countries of origin, to be used for poverty relief, or as civil defense stockpile! Each infrastructure kit will have a greenhouse built into it to produce food for the system to harvest.

The programs are limited only by the publics desire to confront the future on their feet and assembled - ready, even if not happy- instead of huddled in houses, cut off because we thought we couldn't afford to talk about civil defense .
