20 person teams from each County , replaced each two weeks+ dispersed Engineering Groups, form 2000 Action Teams = Mass Manpower Groups

The County of Residence will deploy 20 persons but can utilize thousands in support of this deployment through any of the programs offered under the directive of the Federal Operation under The Assembly Area Concept.

In response, concentrated hours can then be focused, through the Civilization Continuity Engineering Process , to generate an astounding 720,000 man hours, per 12 hour period, with general tasks simulated, practiced, and then taught by the Federal Action Team as the 12 month Civil Defense Minor.

Under directive, the programs of the Civil Defense Minor, Engineering Projects in Civil Defense and National Survival , a National Food Stockpile , and various aspects of Federal Public Policy will be immediately tasked for Federal improvement , and after a period of development will be able to receive the Nations Population into a vast expansion of capabilities, within a system that allows for national evacuation , reconstruction and recovery , in the event of traditional disaster .

I have developed a scenario based upon the disaster dictated evacuation of the Greater NYC area , with a population of 18 .9 million , featuring relocation of the various Public Education Systems and the general population into a piggy back dispersal to show how such a tool can be used by the Executive Branch to preserve American Civilization .

The Public Education System is the Focus of the Civil Defense process in order to resume the vital release of the adult population to apply man-hours, either economically or non economically into organized Civil Defense.

The relocation and reactivation of the Public Education System is the primary task of Federal Civil Defense separate from Homeland Defense.

With up to 30,000 Federal Personnel organized into three 10,000 man Action Groups-

Specialized, each capable of reorganizing into

2000, 5 man Action Units, which will receive up to 60,000 citizens into 2000 National Action Teams to produce a maximum of 720,000 man hours per 12 hour day -A capability of Civilization Continuity that I call A Liberty Project - A Engineered Project in National Survival.

Civilization Continuity the Process , Features a Combination of Projects that manufacture Relief kits to be sent to a disaster or other project area , and deployment of the best trained personnel, to respond with the Counties manufacturing, and charity output,

An Action Team is Federal Enlisted Personnel, and Medically Screened, Trained , Citizen Teams of 20 , who leave the County, and deploy, to assist in A Presidential Declared Disaster .

The Federal Team will receive one or more 20 people “Mass Manpower Teams” to apply man hours to the Engineered Response.

With my Process, every County of Residence in America and eventually Mexico and Canada , gets one Anchor Assembly Area; a prefabricated site, capable of operating all the aspects of Public Civil Defense, and Federal Government Function - designed to operate as one per 150,000 Citizens .

Citizens can thus ,train for, and perform professionally, and with constant replacement of Personnel , the mundane but vital manpower positions every disaster requires to be manipulated. [ a concept I call Mass Manpower]

The Intent is to focus continuous Civil Defense Output through Engineered Programs ,covering subjects from Disaster Response , to Charity , to National Survival.

20 man , Citizen ”Mass Manpower “ team , works from the County of Residence, and is drawn from the combined Citizens of that County of Residence.

Teams are trained in the County then, if needed , deploy for two weeks, and are replaced with the next 20 man team .

Deployment is ideally through Bus, [20 man Greyhound! ] mated with Federal Equipment, and Teams, at the Operational Site.
