Medically screened and trained citizens were produced by the millions through the national military draft, which was discontinued in 1973. This Federally Funded Operation addressed basic combat and survival training, the staple of the Cold War civil defense programs. These were necessary, well understood and received by the U.S. citizen, almost solely because of this tie to the military, and thus the security of the nation.

Civilization Continuity’s strategy for a Citizen Assembly Based Civil Defense, is as a domestic non-deployable, county-based force designed to represent a period of honorable service for citizens with prior government service, to be recognized, becoming a capability reservoir that provides permanent enhanced survivability. This can then be imparted to the other citizens who do not have the advantage of federal training, planning and civil response capabilities in their counties of residence or if asked to participate in a national response.

Mass Manpower and Cascade Responses

With the process in full operation, the pro-active, “in between” period will be used to maximize its production capability to offer low or no cost prefabricated relocation opportunities for service personnel after release from the Independent Ready Reserve. This effort might also include retiring government employees to encourage feeder capabilities to be created and maintained in as many counties as possible. This is the fundamental concept that will guide the conduct of the two citizen-based augmentations to the system, Mass Manpower Mobilizations and targeted cascade responses.

Mass manpower is comprised of the reserve; federally trained civic action groups, established in counties of residence through the Federal Anchor Assembly Area concept, to give this national feeder capability, the generation power it requires to become the hallmark for National Event Mitigation. These equipped feeder groups constitute a cascade response when they pick up for transit from a pre-designated Federal Anchor Assembly Area the equipment and/or logistical packages to perform their support or extension capabilities with the standard five man corps unit of federally trained personnel with (Liberty) heavy equipment, (Freedom)high speed prefab logistics and (USA) high volume man power

After several years of prefabrication there is really little limit to the capability which can be projected to address the relief needs that arise with a disaster. Citizen action groups, which can be attached to various programs within the process of Civilization Continuity, can prepare for every relief function from search and rescue, medical, and nutritional, to field offices for the various federal agencies and representatives to ensure peace of mind for America's citizens in times of disaster.

Critical homeland defense and military assets remain uncommitted to give maximum strategic capacity since time of disaster is also a time of national risk. The process of Civilization Continuity is designed to recognize the fact that modern disaster response and relief can be significantly retarded by hostile foreign nationals and military forces in extremis, or other acts of terror. These will require the maximum response of dedicated and properly concentrated military personnel and equipment which cannot be used to provide disaster response.this system is designed to protect itself and the public freeing HLD for Offensive mission on domestic terrain.

he process can likely be simulated with advanced computer scenarios utilizing 3,066 county units each capable of generating 1,000 personnel each or fifty, twenty-man teams. This configuration corresponds to the unique functions of each of the three divisions or other specialty units as needed. Further, they conduct various disaster and man made event scenarios to see what the results are over the present charity and sub contractor method of response. Though these factors would still be present under the proposed system, the assets of the process would operate independently under internal supply at the discretion of the president for up to ninety days.

My process gives the President of the United States the best civil defense tools yet conceived, those which in the field will be the effective equivalent of specialized engineer divisions. They are designed to respond not just to the nation’s disasters but to its desires as well. The President will have another tool to use at his discretion as the other aspects to shape the nation by responding adequately to the national public concern over civil defense and other areas of public concern. This use of the bully pulpit only an American president can command is vital in our media intensive environment so that this process can be employed by the president as he leads the nation towards achievable goals with guaranteed results.
