Place all Americas Veterans into a "draft" system that will allow the formation of a civil defense process and several Federal Enlisted Engineering Groups to operate the system .
Today's soldier does the job of the Draft Military without any of the Manpower.This sacrifice to protect the General Public and effect National Survival without a Draft , is tremendous , and needs to be respected .
But the missions change and this is our first non draft backed war , so if everything is suddenly on the table then its time to negotiate on behalf of those who would not ask for anything , but need everything!
That means material things too, like a unfailing safety net, or something cool like a free to combat vets, white tie dinner, once a week , so you can support and check each other, under the stress of retuning to life . Those should be opportunities to have, experiences to tell , that you can share with your children ,if you have years of stuff that you can't talk about.
Politically , its allows assembly in which Third Party Concepts can be discussed , to be practiced and reconciled through Federal Legislation.It can operate as a vehicle for Citizens to make a new set of designed houses affordable, or free to those who are Stigmatized by Combat in defense of our Nation.
Allot of cistern emplacement and static civil defense foundational engineering work will be required in remote locations . disaster response , search and recovery , and rebuilding are self explanatory , some will be selected to lecture in schools on civil defense and the civil defense minor will have skills just like any thing else , the best will rise to the top and do most of the work .
Also for the citizen with Federal Military Combat Experience extensive series of employment opportunities as well as the capability to operate the nations Remote Evacuation, Static National Civil Defense Stockpile, which will constitute the concept of National Survival in the case of a High Energy Event.- HEE = Major Nuclear Exchange or Impact from Space- Real Civil Defense plans are built to deal with these situations, which are in no way imaginary but mathematically proven, quantified , scientific threats!
There will be no public draft , though the Enlisted Groups will offer training to participate to the general public, after or in culmination to, the Civil Defense Minor offered concurrent with any process program. these citizens will develop mass manpower groups and then "deploy" into the system for two weeks.
