Envisioning a new American Goal for National Maturity, expressed through a non military, Civil Defense, and implemented though Executive Order from the desk of the President of the United State of America
Resurrecting American Civil Defense by Presidential Executive Order :Process and simulation of scenario threatening a large population center applicable to all such areas in North America
IN the 2008 election the President now has effective control of the legislative process associated with Executive Order.
In the area of national leadership, this Civil Defense process will allow the Federal Government to perform vital consolidation of legitimate and thus popular programs for public participation
Executive Order allows both Legislation and Intent to proceed from the desk of an individual , the President , and receive confirmation by the Legislative branch . The Draft and National Service were the pillar of our national resource focus during the credible threat of World War. We can think of this Process in education, research and development, logistics, including stockpiling of vital survival equipment and staples, as a long overdue corrective measure to redefine the survivability and legitimate participation of the population , once represented by conscription.
Then in order to restore the national pursuit of goals of post Nuclear Maturity, we have to create a Legislative Vehicle that will re power this system and restore its National Survival components without Military Conscription, which dictated Government service to every participant in public education and ruled daily life for every family until its deactivation in 1973.
What I propose is to implement through Executive Order , a national Civil Defense process of sufficient budget and scope to re power, for a short period that national wartime effort , without any military output , focusing instead on a Civil Defense, comprehensive, with many tools , to effect change of America , with a system that , if needed is effectively a non economic backup , that will provide coordination of the National Survival effort beyond the damaged concept of FEMA.
The envisioned process contains national projects integrated into the Federal Government. They include, a National Enlisted Civil Defense service, a Civil Defense minor reaching down to the preschool level, and the capability to use a united national population effort to implement programs with the Civil Defense process that will become reachable goals in response to national threats or problems , some of which, at first , might not seem to be Civil Defense programs .
The First concern of Civil Defense is the population survival based on the provisions for the Public Education System during national disaster. The public education effort will be centered around a national agriculture education program and Civil Defense food stockpile that once mature, will become the basis of response by the United States not only to our challenges in disaster, but to our international response to disasters in other countries.
American acquisition of the Atomic Bomb in the 1940’s entrained American resources and the Federal research budget, with each aspect having its responsibility to determine population survival from World War.
Its placement of Civil Defense assets was an aspect based upon Defense of the population concentration, which in turn generated citizen man hours in to a military engineering system that utilized the populations Civil assets. At its wartime peak it was not a conduit for national survival , even backed by Federal military organization, and logistics, because the office of homeland Defense was fighting World War Two and the industry and research power of the USA was integrated into this effort.
In the post atomic years that followed the Civil Defense system was dismantled in parts, leaving a corporate structure and a stronger high technology nuclear armed military, but removing the draft and the war time budget. This situation developed as a function of economic pressure to reduce Government cost amid international and public pressure to demobilize from our high point of World War Two.
Only Defense contractors survived the post war years intact, with the draft based military organization and education programs [ Technically scientific propaganda], deactivated and un budgeted .Over decades the Defense contractors gathered a substantial amount of this National Defense budget.
The Emergency Management system that replaced the draft powered Civil Defense system, is based upon Civil organizations in response to need, but does not contain the depth to deal with national disasters like Nuclear war or other large disasters
F.E.M.A., the Federal Emergency Management Agency was created solely for the task of protecting the Executive, Legislative, and Judicial leadership from national disasters that disrupt the economy.
In my opinion, after having participated in the FEMA response to hurricane Katrina in 2005, is that it is still an over budgeted farce for National Survival and operates and acts just like a Federal leadership survival and communications program that is grossly over budgeted and produces very little post disaster recovery capability, and absolutely no long term National Survival capabilities for the population or the rank and file Government or Civil employee.
Programs in Civil Defense education, food storage, public non economic survival and reconstruction programs were abandoned with their inbuilt equity in applied man-hours. These programs, tested by millions of man hours of field use and post warfare recovery efforts were unbudgeted, administrations dissolved, leaving a population based emergency management system in place, but no substantial population survival program, requiring stockpiles, that remained standardized and redundant in the USA.
I need not point out twice that being leaders in military technology means that if other nations follow us , they will aspire to military dominance just like we do and completely ignore the use of the tools of technology and education to preserve their Civil population form disasters which in the end , kill through ecological destruction , keeping the population from producing processing and distributing food , thus negating the equity of the citizen man hour from being applied to national goals such as warfare.
An Executive Order with the critical task of research and administration to emplace a one time Civil Defense process when fulfilled will contain the tools not for just population survival but will restore the national capability to dictate our own future.
so that the elected will offer the choice for the survival of the American people in order to preclude a horrendous failure in National Survival capabilities which results as a derivative of the massive Defense effort in technology. .
Federal tools are expensive and this will be no different. The Civil Defense process I am submitting for evaluation is composed of a Federal organization office separate form homeland Defense and having as the initial work force between 3 and 12 , ten thousand person enlisted Civil Defense“action groups”, which will follow a engineering and agricultural processing and production background. Assembling and fielding such a large force will require, historically, military organization in its first phases.
The physical assets for population mobilization and man-hour application will be derived from a Civil Defense minor offered to the public and students , capable of teaching all the aspects of National Survival . I have designated the parameters of a public , county of residence based , Civil Defense assembly area system which at full levels will be the hub for the county with a maximum level of one for every 150,000 people. Roughly 2000 assembly areas will cover the entire USA . By comparison the greater NYC area will be serviced by about 120 of these assembly areas.
The real strength of the assembly area system is that it will unite citizen man-hours with Federal personnel and resources in order to expand the fielded man power from just Federal , to add a further 60,000 medically screened , trained citizens ,replaced every two weeks
20 person teams from each county , replaced each two weeks = mass manpower groups
The county of residence will deploy 20 persons but can utilize thousands in support of this deployment through any of the programs offered under the directive of the , from the county of residence, with just the output logistically translated into the disaster area , or in national disaster into population survival and Federal operation under displaced conditions.
In response, concentrated hours can then be focused, through the Civilization Continuity Engineering Process , to generate an astounding 720,000 man hours, per 12 hour period, with general tasks simulated, practiced, and then taught by the Federal Action Team as the 12 month Civil Defense Minor.
Under directive, the programs of the Civil Defense minor, engineering projects in Civil Defense and national survival , a National Food Stockpile , and various aspects of Federal public policy will be immediately tasked for Federal improvement , and after a period of development will be able to receive that nations population into a vast expansion of capabilities within a system that allows for national evacuation , reconstruction and recovery , in the event of traditional disaster .
I have developed a scenario based upon the disaster dictated evacuation of the Greater NYC area , with a population of 18 .9 million , featuring relocation of the various Public Education Systems and the general population into a piggy back dispersal to show how such a tool can be used by the executive branch to preserve American Civilization . ,
The Public Education System is the Focus of the Civil Defense process in order to resume the vital release of the adult population to apply man-hours , either economically or non economically into organized Civil Defense.
The relocation and reactivation of the Public Education System is the primary task of Federal Civil Defense separate from Homeland Defense.
National Civil Defense Process Civilization Continuity,
The Civilization Continuity Process has the capacity to be implemented during, or just after an event. This is called the Emergency Start Option, developed after 9/11 2001, and further revised after Hurricane Katrina in 2005, to allow the Federal Government , should it deem necessary, to receive the necessary briefings and order sets, to begin to use this process with on site development by Federal Personnel .
Further tools are generated as a function of the Civilization Continuity Civil Defense Process, which has been under Executive Review, through the office of Senator Elisabeth Dole(R-N.C.) since 2004 , under the name Civilization Continuity , presented by the Presidential Transformation Fund for Civil Defense501c3. [Now Under New Management]
If emplaced before a disaster, these free standing Federal Entities, Federal Multipurpose Assembly Area[s], are the" Evacuation Gateways" for the population to interact at an estimated 1/ 150,000 ratio, to effect a full evacuation of Public School Systems, while recovery, or abandonment, takes place within 30 days.
Special Response to NYC.- A massive population evacuation scenario
Necessary Process Equipment , Recruitment and Assembly of three 10,000 Man Civil Defense Engineer Groups, with equipment and a National Fabrication and Training Engineering Assembly Area, which will produce the equipment kits, and any first structures for the County Federal Multipurpose Assembly Area[s]. As Example of Equipment Scope , about 4000-5000 Greyhound Busses are needed , to effect this process.
The County Federal Multipurpose Assembly Area[s],works with the General Public and the Public School System, teaching a monthly specialty in Civil Defense.
The 12 monthly programs cover the full range of this modern Civil Defense Process, with capabilities for National Survival and a Host of other National Emergencies.
A rotating schedule of up to 60,000 Citizen Responders Can be generated and maintained, by a constant supply of 20 man Mass Manpower Groups from each of the nations counties .
The Mass Man Power Groups are generated coincidently, from medically screened U.S. Citizens, who are participating in the embedded Educational Civil Defense Minor, forming with Federal Personnel, a Mass Manpower Action Group
Just 20 citizens, from 3,000 of America’s 3,141 Counties, waiting to use specialized program sets, as taught and demonstrated by Federal Personnel, and taught in the associated Civil Defense Minor, to respond to the National Disaster.
The Evacuation Response Corridor Concept, simulated, tested, and literally lined with human support teams, and their specialized high volume equipment sets is one of these program sets which will be replicated nationally to give uniform coverage.
A Mass Manpower Group, Will deploy for a two week response somewhere along the Citizen Evacuation Corridor, to be teamed with a Federal 5 man Team to for a 25 man Federal Action Team, with equipment for the labor intensive manpower requirements of possible scenarios that, NYC face, every day.
In response, concentrated hours can then be focused, through the Civilization Continuity Engineering Process , to generate an astounding 720,000 man hours, per 12 hour period, with general tasks simulated, practiced, and then taught by the Federal Action Team as the 12 month Civil Defense Minor.
Special Response Scenario – Emergency Start Capable- minimum time necessary to secure the Population in to new Counties of Residence, Estimated 30 days.
In the NYC Terrorism Scenario, we are using a regional dispersal of the citizenry as cohesive units, centered around the Public Education System , the Foundational unit of Community Organization, that drives all the others, in our model, and thus the first to be moved in General Evacuation .
Dispersal of the Public Education System of the greater NYC area into existing systems of public education system s by a transport from initial evacuation areas by organized citizen groups dedicated convoy system, which will gather numbers as it is a system of maximum production, and man power focus, with the population sequestered in tents, that will be manufactured under this Engineering Process , Civilization Continuity, in the other non affected Counties Engineering Assembly Areas by the Public.
This system will then goes into reverse, to begin receiving evacuees as entire School Systems with the Engineering Assembly Area becoming the center of the displaced community, with full Federal functionality and authority.
Federal Personnel from the Action Teams, will run extra schedules to Effect a ,”piggy back hot mode" , similar to hot bunking in a submarine, centered on running two or three shifts for the children of the Public Education System, with only minimum delay. Augmentation Program, A.M. Radio School Broadcast will be conducted with Further Public Medical and other extensions of Legitimate Federal Authority, Which can be accessed from the Federal Multipurpose Assembly Area[s] 24 hours a day.
